Position Available: Associate Director, Policy

The Institute on Disabilities at Temple University is authorized as Pennsylvania's University Center for Excellence under the Developmental Disabilities Assistance and Bill of Rights Act. The purpose of a University Center for Excellence is to provide university and community training, innovative services and supports, technical assistance, research and dissemination to support people with disabilities in their pursuit of independence, productivity, community inclusion, and overall quality of life. UCEDDs are in a unique position to use research to inform policy-making activities and support stakeholders to engage in policy through community education efforts. The Policy Director's role is to lead and coordinate the UCEDD's activities related to policy. This position is grant funded and is a full-time position based in Philadelphia at Temple's main campus.

Role: The Policy Director is responsible for coordinating all policy-related activities for the Institute and working on other grants and contracts related to public policy, such as the Implementation of the CMS Final Rule for Home and Community-based Services. The position involves analysis of policy, formulation of policy positions and submission of public comments, development of strategies for educating policy-makers and other stakeholder groups on policy-related issues. The Policy Director stays current on state-level policy activity including both administrative and legislative. Primary focus is on the Office of Developmental Programs, the Office of Long Term Living, Office of Vocational Rehabilitation and the Office of Mental Health and Substance Abuse Services. The Policy Director follows national policy and focuses efforts on priority issues identified by the Association for University Centers on Disabilities and the Association of Assistive Technology Act Programs.

Duties include but are not limited to:

  • Chair the Institute's Policy Committee
  • Manage operations for grants such as the CMS Final Rule grant including oversight of subcontractors and all reporting as required by PADDC.
  • Extensive grant writing in the areas of person-directed services, direct support workforce, person-centered thinking and emerging areas.
  • Supervise project staff on grant-related activities - at least 2 FT staff, graduate students and a law intern who is recruited, selected and supervised.
  • Represent the Institute on relevant committees such as the APS Coalition, Chapter 6100 regulation Revisions, the Disability Budget Coalition and the AUCD public policy committee.
  • Develop policy statements on behalf of the Institute which reflect the Institute's vision, mission and values.
  • In collaboration with the Executive Director and relevant project staff, develop responses to proposed rules and regulations at the local, state and federal levels.
  • Collaborate and coordinate responses to proposed rules and regulations with other statewide disability organizations (for example: Disability Rights Pennsylvania, PA Developmental Disabilities Council, PA Health Law Project, Statewide Independent Living Council, PA Assistive Technology Foundation, Vision for Equality, Self-Advocates United as 1 and The Arc of PA, etc.)
  • Plan and implement an annual Exposition at the State Capitol in Harrisburg to showcase the programs of the Institute and develop and disseminate our legislative agenda for the year.
  • Collaborate with project staff at the IOD to conduct policy analysis and develop communication strategies including identifying and coordinating meetings with key policy-makers.
  • As appropriate, coordinate activities with Temple's Office of Government Affairs, both on main campus and in Washington, DC.
  • Provide training and technical assistance to self-advocates and families on policy-related issues.
  • Participate in IOD management meetings.
  • Assists/ provides input with overall IOD strategies including chairing activities related to one goal area on core federal grant
  • Represent the Executive Director at policy tables at the state and national levels.


  1. Master's Degree in a human service or behavioral science field with a background in disabilities;
  2. experience with policy analysis and advocacy,
  3. exceptional ability to manage and coordinate statewide activities with a variety of stakeholders;
  4. demonstrated experience working effectively with people with disabilities and families;
  5. demonstrated written and oral communication skills, with a special focus on communicating complex ideas to a variety of audiences; and
  6. at least 10 years' experience in the field, with a minimum of 3 to 5 years of supervisory experience.

Statewide travel is required. Personal experience with disability (e.g. person with a disability, family member of a person with a disability) is a plus.
